Board of Public Works 09/04/2018

The Charlestown Board of Public Works met for a regularly scheduled meeting and special public hearing on Tuesday, September 4 at 9:00 am. A summary of the meeting follows with full audio available at the end (Meeting is 10:10 after about 4 minutes of silence):

  1. Call or Order/Pledge of Allegiance:
  2. Determination of a Quorum and Roll Call: In attendance were Ted Little, Mayor Bob Hall, and Ben Ledbetter.
  3. Prior meeting’s minutes, current claims, and payroll allowance docket from 08/19/2018 to 09/02/2018 combined into one motion for approval.

  4. Mayor Hall announced that the meeting served as a public hearing regarding private properties the city wishes to acquire
  5. Public Comment – Melissa Crawford, 344 Clark Road, appeared to address the property acquisitions that are being used to connect John Neace’s private development from 403 to Clark Road. Ms. Crawford noted that there are three current entrances to Pleasant Ridge and she cannot recall in the 61 years she has lived in Charlestown ever seeing a traffic jam going into or out of the neighborhood. Because the road is not needed, Ms. Crawford notes that it is not lawful to take private property through eminent domain. She spoke specifically on behalf of the Moore Family that lives on Clark Road whose home borders property being seized in the current eminent domain process. Ms. Crawford said that she finds it sad that the city cannot see that growth can occur without taking private property from citizens.
  6. Mayor Hall did not address Ms. Crawford’s comment and called for any other people who wanted to speak. None stepped forward. The public hearing was closed.
  7. Resolution No. 2018-R-10 A Resolution Confirming Intent to Acquire Certain Properties and Determining Damages for Property Being Acquired by Eminent Domain
    • Motion to approve resolution made by Ted Little
    • Seconded by Ben Ledbetter
    • During discussion Mayor Hall noted that the Moores were not in attendance but that they had been in contact with the city along with the other two property owners in question.
    • Motion passed unanimously
  8. Deputy Clerk Treasurer Heather Mick spoke about flu shots for city employees. She asked that the city cover the cost of flu shots ($30 each) for city employees who are not covered by insurance. Mayor Hall asked how many people are affected and Ms. Mick explained there are three.

  9. McMichael Four LLC Property – Mayor Hall asked what this item involved. Attorney Michael Gillenwater explained that the Board needs to vote to approve a purchase agreement for the property.

    • Unanimous approval
  10. Approval of two invoices on the resurfacing of the Parks building: the first totals $8,850 from Coronado Stone and the second from Wyatt Trimming, LLC (sp?) totals $18,661 for a grand total of $27,511.

  11. John Spencer went on record to praise the parks department and Eric Vaughn for the work on the Dog Park ribbon cutting event.
