Charlestown City Council Meeting 03/05/2018

Following is a summary of the meeting of the Charlestown Common Council from Monday, 03/05/2018:

I. Call to order/Pledge of Allegiance – led by the Jonathan Jennings elementary competitive cheer team. This team of 4th and 5th grade girls won the UCA National Title this year competing against schools from across the nation. They are the first youth team to bring a national championship title to Indiana.

II. Invocation: L.C. McCauley of Charlestown Church of God

III. Determination of a Quorum and Roll Call: All members were present

IV. Approval of Agenda – not done

V. – VII. Approval of Minutes from 02/20/2018, Claims, and Payroll Allowance Docket 02/18/2018 to 03/03/2018 combined into one motion:

  • No discussion on any of the items
  • approved unanimously

VIII. Public comment – none

IX. Ordinances and Resolutions:

  • Ordinance 2018-OR-8 – An Ordinance Creating an Economic Development, Project Planning and Design, Infrastructure, Capital Improvement Fund (EPIC)

    • No discussion
    • Little, Hester, Vaughn, and Cox voted in favor
    • Barnes voted against
    • Motion passed
  • Resolution 2018-R-1 A Resolution Approving a Declaratory Resolution and Economic Development Plan of the Charlestown Redevelopment Commission and Approving Order of the City of Charlestown Plan Commission – This resolution creates a Tax Increment Financing District out of the City’s water utility.
    • Motion made by Ted Little
    • Seconded by J.T. Cox
    • No Discussion
    • Little, Hester, Vaughn, and Cox voted in favor
    • Barnes voted against
    • Motion passed
  • Resolution 2018-R-2 A Resolution for Transfer of Funds – This resolution transfers $350,000 for the building and design of a Police Station and police equipment and the construction of a City dog park from the Capital Trust Fund to the newly created EPIC fund.
    • Motion made by Brian Hester
    • Seconded by Ted Little
    • During discussion, Tina Barnes noted that she fully supports our police department but would abstain from voting on this resolution due to her disagreement with the creation of the EPIC fund (2018-OR-8).
    • Little, Hester, Vaughn, and Cox voted in favor
    • Barnes abstained.

X. Mayor’s Update – Mayor Bob Hall gave an update on the police station design and build plan. A request for bids has been sent and a committee will review the proposals. In two weeks the committee will make a recommendation to the Board of Public Works. Eric Vaughn will provide an update on city parks at the next council meeting which has been set for April since the regularly scheduled March 19th meeting falls during spring break.
